That seems the most likely reason, or recuperation from surgery. Other than that, the only other reasonably explanation would be a previous obligation that couldn't be avoided. It's dangerous to turn down invitations from USA Basketball, because you might not get invited again.

I'm going to guess postseason surgery. I'm certain that Amanda Thompson would have been invited, but she had reconstructive shoulder surgery right after the season, and won't be 100% until shortly before the new season begins.
